The Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro, has called for closer collaboration among government institutions to build a unified, transparent Government-to-Person (G2P) payment system for delivering social benefits to vulnerable Nigerians. Speaking at the Stakeholder Engagement and Business Requirements Validation Workshop on the G2P Solution for Direct Benefits Transfer, held at the State House Auditorium, Aso Villa, Abuja, on Tuesday, Dr Doro said delayed or failed benefit payments carry real consequences for vulnerable households and that effective social protection depends as much on delivery systems as on policy design. “Citizens do not ask for perfection. They ask for a government that is timely, secure, and answerable for every Naira it moves,” he said. The Minister clarified that the proposed G2P Solution would not create new institutions or duplicate existing mandates, but would instead strengthen coordination among agencies handling beneficiary management, payments, digital governance, and programme delivery allowing beneficiaries to receive traceable, dignified payments regardless of which agency runs the intervention. He described the initiative as a critical pillar of the Ministry’s One Humanitarian, One Poverty Response System (OHOPRS), the Federal Government’s flagship framework for integrating humanitarian and poverty-reduction interventions, arguing that stronger payment architecture would speed Nigeria’s shift from fragmented interventions to a coordinated system supporting households on a sustainable path out of poverty. Dr Doro said realising this vision would require broad ownership across government, state governments, financial system operators, development partners and implementing agencies stressing that nationally owned systems matter more as international development financing continues to shift. He commended the Office of the Vice President, via the Presidential Committee on Economic and Financial Inclusion, alongside the National Social Investment Programme Agency and other participating bodies, for advancing reforms to improve accountability in direct benefit transfers, before formally declaring the three-day workshop open. The Technical Adviser to the President on Economic and Financial Inclusion, Dr Nurudeen Abubakar Zauro, welcomed stakeholders on behalf of the Office of the Vice President. Attendees included representatives from the National Social Investment Programme Agency (NASIPA), the Central Bank of Nigeria (CBN), the Nigeria Interbank Settlement System (NIBSS), the National Information Technology Development Agency (NITDA), Galaxy Backbone, IQS, PreCEFI, and international development partners.
